Özet
Sınır güvenliğini sağlamak amacıyla Çin, Rusya Federasyonu (RF), Kazakistan, Kırgızistan ve Tacikistan Çin’in Şanghay şehrinde bir araya gelerek 1996 yılında bir antlaşma imzalamışlar ve böylece “Şanghay Beşlisi” adında bir grup oluşmuştur. 1996 yılından 2001 yılına kadar bir oluşum olan “Şanghay Beşlisi” her yıl düzenli olarak devlet başkanları seviyesinde toplantılar yapmış ve neticesinde önemli kararlar almıştır. 2001 yılında Özbekistan’ın da katılımıyla örgüt statüsüne geçen “Şanghay Beşlisi”, altı üyeden oluşan Şanghay İşbirliği Örgütü’ne (ŞİÖ) dönüşmüştür. 2001 yılında 2016 yılı dâhil devlet başkanları seviyesinde toplantılar yapmaya devam ederek uluslararası kamuoyunun da dikkatini çeken önemli kararlar almış, antlaşmalar imzalamış ve basın açıklamalarında bulunmuştur. Çalışma ŞİÖ’nün yapısını ve kuruluşundan günümüze kadar geçen süreci siyasi, ekonomik, askeri, kültürel yönden analiz ederek açıklamaktadır. Çalışma üç ana bölümden oluşmaktadır. İlk bölümde “Şanghay Beşlisi”nden ŞİÖ’ye giden süreç kapsamında örgütün yapısı, organları ve 1996 yılından 2001 yılına kadar ki devlet başkanları seviyesinde almış oldukları kararlara yer verilmektedir. İkinci bölümde ŞİÖ’nün gelişim süreci analiz edilmektedir. Üçüncü bölümde ise ŞİÖ’nün bugünü ve geleceği üzerine yapısal bir değerlendirme yapılarak üye devletlerin ŞİÖ’den beklentileri, güvenlik topluluğu olarak ŞİÖ ve ŞİÖ ile Türkiye arasındaki ilişkiler üzerinde durulmaktadır.
In order to ensure military trust in border Regions, Kazakhstan, the People's Republic of China, Kyrgyzstan, Russian Federation and Tajikistan have signed a treaty in China’s city of Shanghai and thus a group called “Shanghai Five” was created in 1996. The "Shanghai Five", a group from 1996 to 2001, held annual summits at the level of heads of state and made important decisions. In 2001, the "Shanghai Five" took the status of the organization with the participation of Uzbekistan and it has been transformed into the “Shanghai Cooperation Organization” consisting of six members. From 2001 to 2016, “Shanghai Cooperation Organization” continued to hold meetings at the level of heads of state, taking important decisions that attracted international public attention, signed treaties and made statements to the press. This study explains the structure of the Shanghai Cooperation Organization and the process of its establishment until the present day by analysing political, economic, military and cultural aspects. The study has formed by three main chapters. The first chapter comprises the progress of transformation of “Shanghai Five” into Shanghai Cooperation Organization, the structure of cooperation, its bodies and the decisions they made at the level of heads of state between 1996 and 2001. In the second chapter, Shanghai Cooperation Organization’s progress of development has been analysed. In the third chapter, an extensive structuralist evaluation is made over Shanghai Cooperation Organization’s today and future. Also, Shanghai Cooperation Organization’s role as a security organization, expectations of member countries, and Shanghai Cooperation Organization’s relation with Turkey have been emphasized.
