By using thermoset plastic material (polyurethane) as a matrix, personnel protective ballistic plate was produced. It is aimed to obtain a ballistic impact resistance equivalent to high strength plates produced by sintering method and to increase the durability of ballistic fibers, via polyurethane as the main material. Personnel ballistic plates with the highest protection level consist of two layers, in the direction of the projectile a ceramic block at the front and a layer of ballistic fibres at the back. The leading ceramic layer is formed by composing high-hardness ceramic powders (aluminum oxide, silicon carbide, boron carbide, quartz and silicon dioxide) into the thermoset plastic matrix and by means of a hydraulic press. Besides, the fiber layer is formed by composing high molecular weight polymers into thermoset plastic matrix and applying this mixture between the fiber layers. Ultra High Molecular Weight Polyethylene (UHMWPE) and Aramid Fiber fabrics were used as ballistic fibres. Thermoset plastic samples were subjected to Charpy notched impact and compression tests. It was seen that the polymer composition with high molecular weight in the polyurethane matrix increases the impact resistance and engaging DBTL as catalyst in polyurethane reaction increases the compression resistance. The samples were prepared in a circular mold with a diameter of 15 cm. Ceramic layer samples were firstly subjected to shooting test with 9mm Parabellum pistol bullet, without fiber layer behind them and the formula with the lowest penetration was determined. Later fiber layer samples were subjected to Drop Tower Impact Test and shotgun shooting ballistic test with the "12 gauge slug" bullet. In this way, the optimum fiber layer composition was determined. Suitable ceramic composition and suitable fiber composition were combined with thermoset plastic and samples were subjected to rifle shooting test 7.62 mm Full Metal Jacket bullet. Following a successful result in a 15 cm diameter circular sample, 30 cm x 30 cm size square shaped samples was manufactured and 7.62 mm Full Metal Jacket projectile was stopped with 35 mm backface signature. The two final samples, which were subjected to ballistic testing at the 8th Main Maintenance Center Command / AFYON, were found to have ballistic protection at NIJ IIIA and NIJ IV levels according to the NIJ 0101.06 Performance Test Table. It has been observed that, a ballistic plate having the same weight with the equivalent plates produced by the sintering method but thinner than them can be produced with this method.en_US
