Yoksulluk ve sosyal dışlanmanın boyutları: İstanbul - Küçükcekmece örneği
Özet
Yoksulluk, yaşamın devamı için gereken temel ihtiyaçları karşılayacak gelir
seviyesine sahip olmamaktır. Geçmişten günümüze kavramda değişiklikler
yaşanmıştır. Ekonomik yokluktan bahseden kavram, sosyal ve psikolojik ihtiyaçların
yokluğunu da kapsayan bir hâl almıştır. İnsan, sosyal bir varlıktır ve sosyal düzen
içerisinde bir yeri olmalıdır. Bu hususta yoksulluktan sosyal dışlanmaya doğru yeni
bir kavram önem kazanmaktadır. Yoksul bireyler yeterli tüketememekte ve kamusal
imkânlara sınırlı erişim sağlamakta, akabinde toplumun dışına itilmektedirler.
Yoksulluk ve sosyal dışlanmanın arasındaki sıkı ilişki ve meydana gelen etkiler
sebebiyle konu oldukça önemlidir. Bu çalışmanın amacı, yoksul bireylerin sosyal
dışlanma yaşayıp yaşamadıklarının tespit edilmesi ve yaşayanların hangi boyutlarda
yaşadıklarının ortaya konulmasıdır. Çalışmanın amacı doğrultusunda, alan çalışması
bölümünde yüz yüze görüşme (mülakat) tekniğinden faydalanılmıştır. İstanbul’un,
Küçükçekmece ilçesinde yaşayan 40 görüşmeci seçilerek yaşadıkları yoksulluk ve
sosyal dışlanmanın boyutları ele alınmıştır. Yoksul bireylerin tamamına yakını sosyal
dışlanma yaşadıklarını ifade ederlerken yaşamadığını söyleyen az sayıda birey
bulunmaktadır. Sosyal dışlanma yaşamadığını söyleyen kişilerin de aslında toplumla
bütünleşme sağlayamadıkları ortaya konulmuştur. Buna rağmen az sayıda bireyin
dışlanma yaşamadıklarını ifade etme sebebinin, çevrelerindeki kişilerle benzer
imkânlara sahip olmalarından kaynaklı olduğu tespit edilmiştir. Birçok sebebi
olmakla birlikte sosyal dışlanmanın en kuvvetli sebebinin yoksulluk olduğu
saptanmıştır. Poverty, means not having income that will meet the basic needs for
maintaining the life. There have been changes in the concept from past to present.
The concept referring to economic absence has also included the absence of social
and psychological needs. Human is a social being and must have a place in the social
order. In this respect, a new concept from poverty to social exclusion is gaining
importance. Poor people can not consume enough and are given limited access to
public facilities and then are pushed out of society. The issue is very important
because of the close relationship between poverty and social exclusion and the
effects that occur. The aim of this study is; to determine whether or not the poor are
experiencing social exclusion and to determine the dimensions of the inhabitants. For
the purpose of the study, face-to-face interview (interview) technique was used in the
field study section. 40 interviewees living in Istanbul's Kucukcekmece district were
selected and the dimensions of poverty and social exclusion were discussed. Almost
all poor people say that they experience social exclusion however there are few that
say they don’t experience social exclusion. It has been revealed that people who say
that they do not experience social exclusion cannot actually achieve integration with
society. However, the reason why a small number of individuals did not experience
exclusion was found to be due to the fact that they had similar opportunities with
people around them. Although there are many reasons, it has been stated that poverty
is the most important reason for social exclusion.
