Türkiye’de çok partili hayata geçiş süreci (1940-1950)
Özet
I. Meşrutiyetin ilanıyla başlayan demokratikleşme sürecimiz II. Abdülhamid‘
in meclisi feshetmesi sonucu uzun bir araya girse de II. Meşrutiyetin ilanı tekrar
başlamıştır. I. Dünya Savaşı‘nın ardından da Mustafa Kemal‘in önderliğinde milli
mücadeleyi idare etmesi amacıyla 23 Nisan 1920‘de Türkiye Büyük Millet Meclisi
açılmıştır. Hâkimiyet kayıtsız şartsız milletindir düsturunu benimseyen TBMM
demokrasi sürecimiz adına en büyük adım olmuştur. 1923‘de Cumhuriyetin ilanıyla
gelişimini sürdürmüştür. Sonrasında demokrasinin olmazsa olmazı olan çok partili
hayata geçiş denemeleri başlamıştır. Mustafa Kemal hayattayken iki başarısız
denemenin ardından süreç askıya alınmıştır. II. Dünya Savaşı‘nın başlamasıyla da
tüm dünyada olduğu gibi demokrasimiz de ilerici adımlar atılamamıştır. Savaşın sona
ermesiyle iç ve dış şartların dayatmaları sonucu yeni birçok partili hayata geçiş
süreci Milli Kalkınma Partisi‘nin kurulmasıyla başlamıştır. Yükselen toplumsal talep
Demokrat Parti‘nin kurulmasıyla siyasal karşılığını bulmuştur. Bu dönemde süreç
demokratik yasalarla desteklenmiş ve çok partili hayata geçiş süreci tamamlanmıştır.
1950 yılına gelindiğinde ise 27 yıllık CHP iktidarının demokratik yollarla DP‘ye
geçmesiyle Cumhuriyetimiz beklenin ötesinde bir başarı göstermiştir. The process of democratization that started with the declaration of the

to transition to multi-party life, the sine qua non of democracy, began. The process
was suspended after two unsuccessful attempts while Mustafa Kemal was alive. With
the outbreak of World War II, progressive steps could not be taken in our democracy
as in the rest of the world. With the end of the war and the imposition of internal and
external conditions, the transition to a new multi-party life began with the
establishment of the National Development Party. The rising social demand has
found its political counterpart with the establishment of the Democratic Party. In this
period, the process was supported by democratic laws and the transition to multiparty
life was completed. In the year 1950, the Republic of Turkey has achieved a
success beyond the expectations with the 27 year old CHP government's transition to
DP through democratic means.
