Tam üyelik sürecinde Türkiye-Avrupa Birliği ilişkileri
Özet
Avrupa, Roma İmparatorluğu'nun dağılmasından sonra sürekli olarak "birlik" olmak istemiştir. Ancak, Avrupa'da bir "birliğin" oluşturulması fikri ikinci Dünya Savaşı içinde ortaya çıkmış ve savaş sonrası dönemde gelişmiştir. İkinci Dünya Savaşı'ndan sonra, Soğuk Savaş ortamına girilmesiyle uluslararası sistemde iki kutuplu bir yapı ortaya çıkmış ve Avrupa ikiye bölünmüştür. Savaştan sonra elit kesim güçlü bir Avrupa'nın oluşturulmasının ancak gerginliklerin ortadan kaldırılması ve entegrasyon ile mümkün olacağım görmüşlerdir. Bu amaçla, 1950 yılında Schuman Planı ile gündeme gelen bütünleşme fikri, 1957 Roma Antlaşması ile hukuki temellerini kazanmıştır. Türkiye bu oluşuma uzak kalmak istememiş ve yerini Batı Avrupa içinde almak istemiştir. Bu süreçte Türkiye. 12 Eylül 1963 tarihinde AET ile Ankara Anlaşmasını imzalamış ve anlaşma ile taraflar arasında 3 dönem belirlenmiştir. Bu dönemler, hazırlık, geçiş ve son dönemdir. Geçiş döneminden sonra, Türkiye-Avrupa Birliği İlişkileri inişli çıkışlı bir seyirde devam etmiştir. 1 Ocak 1996 tarihinde Gümrük Birliği Anlaşması'nın imzalanması ile son döneme girilmiştir. Türkiye'nin, Avrupa Birliği ile ilişkilerinde gerek coğrafi konum, gerekse dini ve kültürel farklılıklar önemli bir rol oynamaktadır. Tez çalışmamızda, öncelikle Avrupa Birliği'nin kısa bir tarihçesi verilerek, 1963 yılından günümüze Türkiye-Avrupa Birliği İlişkileri siyasi boyut ön planda tutularak değerlendirilmiştir. Türkiye-Avrupa Birliği ilişkileri geçmişte ve günümüzde Türk Dış Politikası'nın en önemli konusu olduğu gibi gelecekte de bu önemini koruyacağı açıktır. After the collapse of Roman Empire Europe always wanted to be a union but the idea of being a union emerged within the period of the II. World War and developed after the war. After the II. World War, as it is known world entered the Cold War atmosphere and we experienced the conditions of bi-polar international system and than Europe to be divided into two. After the war elites saw the possibility of creating a strong and unufied Europe by eliminating the tensions and managing the integration. With this aim, the idea of unification came into existence with Schuman Plan in 1950 and gain the legal basis with the Treaty of Rome in 1957. Turkey did not want to stay away from this formation and wanted to take his part within. In this process, Turkey signed the Ankara Agreement with the EEC in the date of 12 September 1963 and with this treaty two sides determined three periods. These periods are preparation, transition and final After the period of transition the relationship between Turkey end EU had been continued in a fluctuative way. With the signing of the Agreement of Customs Union in the date of January 1 of 1996 Turkey entered the final process. Geographic position of Turkey and even it's religious and cultural differences played important role in terms of the relations between Turkey and EU. In this research, first of all short history of the EU will be given, relationship between Turkey and EU will be examined especially from the perspective of political dimension from the date of 1963 to the present. Relationship between Turkey and EU has been always the most important subject for the Turkish Foreign Policy in the past and in the preasent and also it will continue to carry it's importance in the future.
