Mülkiyet ilişkileri kapsamında ondokuz ve yirminci yüzyıllarda Edirne’de kentsel değişim

Abstract

Edirne kenti Türkiye’nin Trakya Bölge’sinde yer almaktadır. Tarihte Roma, Bizans ve Osmanlı imparatorluğu başta olmak üzere birçok ülkenin egemenliğine girmiştir. Kentin dokusu zamanla farklı egemenliklere girmesi ve çağların gereksinimlerinden dolayı çeşitli değişimler geçirmiştir. Bu değişimler incelenirken ağırlıklı olarak Osmanlı İmparatorluğunun başkenti olan İstanbul ele alınmıştır ve Edirne ile çeşitli karşılaştırmaları yapılmıştır. Bu karşılaştırmaların sonuçları ve kentteki etkileri üzerinde durulmuştur.İlk bölümde tezin amacı anlatılmıştır. Kapsamı ve yöntemi açıklanmıştır. Tez çalışması esnasında nasıl bir sistematik takip edildiğinden bahsedilmiştir.İkinci bölümde ise Edirne'nin coğrafik ve topografik yapısı anlatılmıştır. Bu bölümün konulması ilerleyen bölümlerde kentin imar durumu ile ilgili yapılan değişimlere ışık tutabilmesi açısından uygun görülmüştür.Üçüncü bölümde Edirne Tarihi üzerinde durulmuştur. Kentin Roma ve Bizans egemenliğindeki yapısı incelenmiştir. Osmanlı egemenliğindeki durumu incelenmiştir. Balkan Savaşları ve yakın çağda Edirne'nin sosyo-kültürel, ekonomik, mimari ve kentsel nitelikleri masa üzerine yatırılmıştır. Dördüncü bölümde ise imar ile ilgili konulara geçiş yapılmıştır. Parselleşme kavramı ve gelişimi üzerinde durulmuştur. Kentsel parselleşme süreçleri ele alınmıştır. Osmanlı'nın başkenti olan İstanbul'daki parselleme uygulamalarından bahsedilmiştir. Parselleme yönetmeliği hakkında bilgiler verilmiştir. Sokak ve blok ölçeğinde parselleme konularına değinilmiştir. Parselleme ve topografya ilişkisi ile parselleme süreci sonrası kentin dönüşümü durumları üzerinde durulmuştur. Beşinci bölümde Edirne'ye daha ayrıntılı olarak geçilmiştir. 1854, 1903, 1905, 1918 ve günümüz Edirne'sinin kentsel yapısı ve parselasyon düzeni incelenmiştir. Elde edilen haritalar ve kaynaklar üzerinden karşılaştırmalar yapılmıştır.Altıncı bölümde tezde bahsedilen bütün gelişmelerin Edirne ve İstanbul üzerindeki etkileri ve sonuçları üzerinde durulmuştur. İki kent arasında karşılaştırmalar yapılıp varılan sonuçlar açıklanmıştır.Son bölümde ise günümüz Edirne'sinde var olan bu tarihi katmanların yeniden var edilip edilemeyeceği tartışılmıştır. Bu tarihi izleri hissettirilebilecek restorasyon önerileri üzerinde durulup, nasıl ve nerede yapılacağı hakkında çeşitli çözüm önerileri getirilmiştir.

The city of Edirne is located in Trakya region of Turkey. In history, Edirne came under the domination of many civilizations including Rome, Byzantium and Ottoman Empire. The texture of the city went through change in time due to the differences in governing cultures and the needs of eachera. While examining this change, the emphasis was mostly on the capitol of the Ottoman Empire, Istanbul. Istanbul has frequently been compared to Edirne, having the focus as the results of these comparisons and the effects of them on the city.The first section contains the detailed explanations of the purpose, scope, and the method of the thesis. The systematics of the thesis work is described.The second section discusses the geographical and topographical structure of Edirne. This section was seen fit to be added in order to explain the changes in the city’s public improvements mentioned in the following sections.The third section is focused on Edirne’s history. The city’s structure under Rome and Byzantium administration is analyzed. Balkan wars and the socio-cultural, economical, and architectural properties of the modern age Edirne is examined. The fourth section reviews the urban-related subjects. The concept of parcelization and its development are explained. Urban parcelization processes are addressed and the parceling practices in Istanbul are discussed. Parcelization regulations and parceling at the scale of street and block are reviewed. The relationship between parceling and topography, and the city’s urban transformation after parceling are discussed.The fifth section investigates Edirne in a greater detail. The civic structures and the parcelization layouts of 1854, 1903, 1905, 1918, and modern Edirne are examined. Comparisons were made based on the obtained sources and maps.The sixth section concentrates on the effects and the results of the developments mentioned in the thesis on Edirne and Istanbul. Comparisons are made between the two cities and the results are explained.The last section argues whether or not the historic layers of Edirne can be brought back into existence. Restoration proposals that can evoke the historic traces are discussed and various solutions on how and where to carry these out are suggested.
