1980-1993 yılları arasında Türkiye'nin Orta Doğu politikası

Abstract

Orta Doğu, jeopolitik ve jeostratejik konumu itibarıyla her zaman devletlerin ilgi odağı olmuştur. Bu nedenle toprak bütünlüğünü ve güvenliğini korumanın zor olduğu Orta Doğu coğrafyası, tarihler boyunca savaşlara ve çatışmalara maruz kalmıştır. Kendi toprak bütünlüğünü korumak ve güçlendirmek için politikalar oluşturmaya çalışan Orta Doğu, diğer devletlerin de dış politikalarını inşa etmesinde rol oynamıştır. Dış politikasını Orta Doğu'ya göre şekillendiren ülkelerden biri de Türkiye'dir. Zira Türkiye, Orta Doğu ile sınır komşuluğu ve tarihsel miras gibi faktörler nedeniyle bölgedeki gelişmeleri yakından takip etmiş, iç ve dış politikasını oluştururken bölgesel, ulusal ve uluslararası konjonktürü göz önünde bulundurmuştur. Bu çalışma, 1980-1993 yılları arasında Türkiye’nin Orta Doğu politikasına yönelik olup dönem içinde Türkiye’nin bölge üzerindeki politikalarını süreç analizi yöntemi ile açıklamaya çalışılmıştır. Dönemin dış politikasını etkileyen çeşitli argümanları olmuştur. Bu argümanlar tek tek sıralanıp akabinde ikili ilişkiler sonucunda yürütülen politikalar açıklanmaya özen gösterilmiştir. Ayrıca Turgut Özal’ın ve diğer siyasi liderlerin dış politika anlayışının dönemi etkilemesi nedeniyle bölge ile Türkiye arasındaki ilişkide siyasi liderin önemi de gözler önüne serilmiştir. İç ve dış politikada kargaşanın hakim olduğu bu süreçte yaşanan olaylara ve olaylar doğrultusunda gelişen politikalara ışık tutmayı amaçlayan bu çalışma, Türkiye’nin dönem içerisindeki Orta Doğu politikasını incelemeyi hedeflemiştir.

The Middle East has always been the focus of attention of states due to its geopolitical and geostrategic location. For this reason, the Middle East geography, where it is difficult to protect its territorial integrity and security, has been exposed to wars and conflicts throughout history. Trying to create policies to protect and strengthen its own territorial integrity, the Middle East also played a role in the construction of foreign policies of other states. One of the countries that shapes its foreign policy according to the Middle East is Türkiye. Because Türkiye has closely followed the developments in the region due to factors such as its border neighborhood with the Middle East and historical heritage, and has taken into account the regional, national and international conjuncture while forming its domestic and foreign policy. Türkiye’s policies on the region during the period with the method of process analysis. He had various arguments that influenced the foreign policy of the period. These arguments were listed one by one and then the policies carried out as a result of bilateral relations were explained. In addition, since the foreign policy understanding of Turgut Özal and other political leaders affected the period, the importance of the political leader in the relationship between the region and Türkiye was also revealed. This study, which aims to shed light on the events experienced in this period of turmoil in domestic and foreign politics, and the policies developed in line with the events, aimed to examine Türkiye’s Middle East policy during the period.
