Faiz oranlarının enflasyon ve ekonomik faaliyetlere etkisi : Türkiye örneği
Özet
Sermayenin maliyeti olarak da tanımlanan faiz oranlarının ekonomik
faaliyetler içindeki yeri ve etkisi uzun yıllardır tartışılan konulardan biridir. Faiz
oranlarının; yatırım-tasarruf ve efektif talep üzerinde etkili olduğu literatürde
geçmişten günümüze tartışılan konular arasındadır. Dolayısıyla gelişmiş ve gelişmekte
olan ülkelerde merkez bankalarının uyguladığı faiz politikalarının ülkelerin
makroekonomik değişkenleri üzerindeki etkisini araştırmak oldukça önemlidir. Bu
çalışmada Türkiye ekonomisinde enflasyon hedeflemesine geçildikten sonraki
dönemlerde ve özellikle Türkiye Cumhuriyet Merkez Bankası’nın (TCMB) 2010
sonrası uygulamaya başladığı yeni para politikası araçları çerçevesinde uygulanan faiz
politikalarının enflasyon ve ekonomik faaliyetler üzerindeki etkisini görmek ve uygun
politika önerilerinde bulunmak amaçlanmaktadır. Bu çerçevede; çalışmada 2010-2020
dönemi arası özellikle TCMB Ağırlıklı Ortalama Fonlama Faizi’ nin (MFF) temel
makro değişkenler (bütçe açığı, cari açık, işsizlik, büyüme, TÜFE ve ÜFE) ile
arasındaki ilişki ve ilişkinin yönü Regresyon Analizi ve Var modelleri çerçevesinde
analiz edilmiştir. Çalışmada yedi farklı model üzerinden değerlendirmeler yapılmıştır.
Çalışma sonuçlarına göre MFF’ deki artışların bütçe açığını, cari açığı ve işsizlik
oranlarını artırıcı yönde olduğu görülürken büyümeyi ve TÜFE’yi azaltıcı yönde
olduğu sonucuna varılmıştır. Granger nedensellik analizi sonuçlarına göre MFF’ den
bütçe açığına, cari açığa, işsizliğe ve TÜFE’ye ve doğru tek yönlü bir nedensellik
ilişkisi olduğu sonucuna ulaşılmıştır. Diğer taraftan toplam kredi hacmi ve büyüme
arasında çift yönlü bir nedensellik ilişkisi olduğu görülmüştür. Bu anlamda özellikle
son dönemlerde ifade edilen faiz oranlarının enflasyonun nedeni olduğu söylemi analiz
sonuçlarına göre tersini işaret etmekte ve faiz oranlarının enflasyonun nedeni değil
ancak enflasyonun faiz oranlarının nedeni olduğu sonucu çıkmaktadır. The place and effect of interest rates, also defined as the cost of capital, in
economic activities has been one of the issues that have been discussed for many years.
It is among the topics discussed in the literature from past to present that interest rates
are effective on investment-savings and effective demand. Therefore, it is very
important to investigate the effect of interest policies implemented by central banks in
developed and developing countries on the macroeconomic variables of countries. In
this study, it is aimed to see the effect of the interest policies implemented in the period
after the transition to inflation targeting in the Turkish economy and especially within
the framework of the new monetary policy instruments that the Central Bank of the
Republic of Turkey (TCMB) started to implement after 2010, on inflation and
economic activities, and to make appropriate policy recommendations. In the study,
the relationship and direction of the relationship between the CBRT Weighted Average
Funding Rate (CFF) and the main macro variables (budget deficit, current account
deficit, unemployment, growth, CPI and PPI) between the 2010-2020 period, within
the framework of Regression Analysis and Var models analyzed. In the study,
evaluations were made on seven different models. According to the results of the
study, it was concluded that while the increases in MFF increased the budget deficit,
current account deficit and unemployment rates, they decreased growth and CPI.
According to the results of Granger causality analysis, it was concluded that there is a
one-way causality relationship from MFF to budget deficit, current account deficit,
unemployment and CPI. On the other hand, it has been observed that there is a
bidirectional causality relationship between total loan volume and growth. In this
sense, the discourse that especially recently expressed interest rates are the cause of
inflation indicates the opposite, according to the results of the analysis, and it is
concluded that interest rates are not the cause of inflation, but that inflation is the cause
of interest rates.
