Türkiye'de uygulanan döviz kuru politikaları ve 2000 yılı sonrası ticari bankalar üzerindeki etkileri
Özet
Döviz, hem yurt içi hem de yurt dışı piyasalarda ekonomik açıdan ilişkilerin
sürdürülebilmesi ve ülkeler arasındaki ticari istikrarın sağlanabilmesi gibi sebeplerden
dolayı önemli bir özelliğe sahiptir. Her ülkenin kendine has benimsediği farklı bir
döviz kuru politikası olabilir. Ülkeler arasında uygulanan bu farklı döviz kuru
politikalarından dolayı ekonominin değişken yapısına göre her ülkenin karşılaşacağı
farklı sonuçlar olacaktır. Kısa ve uzun vadede döviz kurlarının oluşumunu etkileyen
faktörler mevcuttur. Bu faktörlerdeki değişim beraberinde kurlarda da değişime sebep
olmaktadır.
Bu çalışmada Türkiye’de uygulanan döviz kuru politikaları ve 2000 yılını
takiben döviz kuru politikalarının bankacılık sektörünü nasıl etkilediği araştırılmıştır.
Bu etki araştırılırken; regresyon analizi yapılmış ve banka bilançosunun en önemli iki
kalemi olan mevduat ve krediler arasındaki kur uyumu irdelenmiştir.
Yapılan bu çalışmada 2000 yılının ardından uygulanan dalgalı döviz kuru
politikasının gelecek yıllar için bankacılık sektöründe Türk bankacılık sektöründeki
kredi-mevduat kur uyumunu bozucu yönde etki ettiği; fakat ekonomide var olan
önemli ve olumlu yöndeki gelişmelerden dolayı bunun bankaların bilançosuna
etkisinin çok düşük seviyelerde kaldığı yönünde sonuçlara varılmıştır.
Döviz kuru politikasına ek olarak bir başka çıkarım; ekonomide kredi
hacminde daralma ya da duraklama gibi olumsuz yönde etki sağlama ihtimali olan
gelişmeler, Türk bankacılık sektöründeki kredi-mevduat kur uyumunun daha belli bir
seviyede bozulmasına neden olabilir; bu ise bilanço içi açık pozisyonu artırıcı yönde
etki edebilir şeklindedir. Ancak değişen piyasalar ve ekonomik koşullar, Türk
bankacılık sektörünün risklere karşı aldığı önlemleri geliştirmesini ve uygulanan döviz
kuru politikasının olası olumsuz sonuçlarına karşı daha sağlam karşılık vermesini
sağlamıştır. Foreign exchange has an important feature because of the reasons such as
maintaining economic relations in both domestic and foreign markets and ensuring
commercial stability between countries. Each country may have a different exchange
rate policy adopted which is unique to herself. Because of these different exchange
rate policies implemented between countries, there will be different results that each
country will encounter depending on the changing structure of the economy. There are
factors that affect the formation of the exchange rates in the short and long term. The
changes in these factors also cause changes in exchange rates.
In this study, the exchange rate policies implemented in Turkey and how the
exchange rate policies affected the banking sector after 2000 were analyzed. While
examining this effect; regression analysis has been done and the exchange rate
compatibility between deposits and loans, which are the two most important items of
the bank's balance sheet, has been analyzed.
In this study, it is indicated that the fluctuating exchange rate policy
implemented after 2000 has a distorting effect on the credit-deposit exchange rate
compatibility in the Turkish banking sector for the coming years; however, due to the
significant and positive developments in the economy, it has been concluded that the
effect of this on the balance sheet of banks remains at very low levels.
Another conclusion in addition to the exchange rate policy; developments that
are likely to have a negative impact on the economy, such as shrinkage or stagnation
in the credit volume, may lead to a further distortion in the credit-deposit exchange
rate compatibility in the Turkish banking sector; this means that it may have an
increasing effect on the on-balance sheet open position. However, changing markets
and economic conditions have enabled the Turkish banking sector to develop the
measures it has taken against risks and to respond more robustly to the possible
negative consequences of the implemented exchange rate policy.
