dc.description.abstractSiyasal iktidarların tarihi ile basın tarihinin dönüm noktaları, birbirine paralel bir şekilde yazılmıştır. II. Mahmud ile başlayan Osmanlı basın tarihine hızlı bir göz atarsak, basının II. Abdülhamid ve II. Meşrutiyet dönemlerinde büründüğü yapıdan hareketle iktidarın tarihini ve dolayısıyla bu ikili arasındaki diyaloğu da anlayabiliriz. Ne var ki basının iktidar ile sahip olduğu bu paralel tarihin yolu, savaş ile kesiştiği anda ortaya bürokrasinin de tarihi çıkmaktadır. Öyle ki askeri tarihyazımında “genelkurmaylar çağı” olarak isimlendirilen 20. yüzyılda meydana gelen bir savaştan galip ayrılabilmek için artık sadece askeri üstünlük elde etmek yeterli değildi. Muharip devletlerin basın aracılığıyla “kamuoyu cephesinde” açılan savaşta da hem yerel hem de uluslararası alanda haklılık ve meşruiyetini sağlaması gerekmekteydi. Bu doğrultuda basının yapıtaşlarından olan matbuat ve haberleşme, bürokrasinin elindeki sansür, propaganda ve kurumsallaşma gibi kadim iktidar aygıtlarıyla organize edilir hale gelmiştir. Bu doğrultuda başını Osmanlı Harbiye Nezareti’nin çektiği, savaş basınının organizasyonu padişahtan şube müdürlüklerine kadar geniş kapsam ve katılımlı bürokratik bir yapının ürünü olarak, savaşın gidişatı ile paralel bir şekilde yürütülmüştür. Çalışmam bu noktadan hareketle, bürokrasinin savaş sırasında basını nasıl algıladığı, ondan neler beklediği ve onu nasıl organize ettiğini incelemektedir. Resmi evraklar, Osmanlı Devleti’nin Balkan Savaşları sırasında yaşayacağı en büyük toprak kayıplarından birini önleme mücadelesinde, basına adeta dört kolla sarıldığını göstermektedir. Bu çerçevede çalışmamın amaçlarından biri “savaş basını”nı devletin bürokratik zemininde askeri, siyasal ve toplumsal tarih ile birlikte ve bütünlüklü olarak ele alabilmek, öte taraftan Türkiye’deki basın tarihi çalışmalarının söz konusu dönemde meydana gelen hemen her şeyi matbuat üzerinden tarihlendirme eğilimindeki ketum tavrını da sorgulayarak, bu eğilim ve algının dışına çıkabilmektir.en_US
dc.description.abstractThe turning points in the history of political powers and of the press are written in parallel. If we take a quick look at the history of the Ottoman press, which started with Mahmud II, based on the structure which the press took on during the Abdülhamid II and the Constitutional Monarchy, we can understand the history of the government and thus we can underestand the dialogue between the government and the press. However, when the path of this parallel history that the press has with the government coincides with the war, the history of bureaucracy emerges. In fact, in military historiography, in the 20th century, which was named as the "age of general staff" it was not enough to gain military superiority only in order to be victorious from a war that took place in that century. Combating states, through the media, had to justify their righteousness and legitimacy both locally and internationally in the war which is waged ‘on the public front’. In this direction, printing and communication, which are the building blocks of the press, started to be organized with the ancient power devices such as censorship, propaganda and institutionalization which were in the hands of the bureaucracy. In this direction, the organization of the war press, led by the Ottoman War Ministry, was carried out in parallel with the course of the war, and was the product of a bureaucratic structure with a wide scope and participation from the sultan to the branch offices. From this point of view, my study examines how the bureaucracy perceives the press during the war, what it expects from the press and how the bureaucracy organizes the press. The official documents show that during the Balkan Wars, the Ottoman Empire almost clung to the press for support in the struggle to prevent one of the biggest land losses to be experienced. In this context, one of the aims of my work is to deal with the "war press" on the bureaucratic ground of the state together with military, political and social history and in a holistic manner, on the other hand, by questioning the uncompromising (disceet/secretive) manner of press history studies in Turkey in dating almost everything that occurred in the afore mentioned period of study through the press, I intend to get out of this trend and perceptionen_US
